Associate Director/Director - Procurement Lead Life Science
Responsibilities:   Strategy, Governance, & Team Leadership  Develop and maintain the Procurement Plan, delivery model, package strategy, procurement schedule, resource plan, governance calendar, stakeholder interfaces, and performance reporting.  Ensure execution complies with Client policies, procedures, approval gates, confidentiality requirements, systems, and agreed review periods.  Lead, coach, and coordinate the procurement team; define roles, decision rights, deliverables, escalation paths, and interfaces with engineering, construction, project controls, legal, quality, and site teams.  The team will be responsible for:    Direct Procurement  Lead supplier prequalification, market engagement, NDA verification, bidder-list development, and package-specific sourcing strategies.  Direct the preparation and coordination of RFIs, RFPs, bid forms, scopes of work, technical specifications, drawings, commercial documents, and contract exhibits.  Manage transparent bidding, bidder communications, clarifications, evaluation criteria, technical and commercial evaluations, governance submissions, and detailed recommendations for award.  Coordinate contract formation with Client stakeholders and legal counsel, compile final contract documents, and support execution readiness.  Contractor oversight & commercial management  Oversee Tier 1 contractor buyout activities not covered by fixed-price arrangements, reviewing procurement documentation, market engagement, bid processes, evaluations, and scope coverage.  Promote commercial transparency, best value, and early closure of scope gaps while maintaining a collaborative relationship with construction contractors.  Review change-order requests for contractual compliance, entitlement, justification, quantities, cost, and market alignment; develop negotiation strategies and lead or support negotiations as directed.  Supplier quality, expediting & delivery  Establish risk-based inspection and surveillance requirements, equipment criticality ratings, inspection registers, hold and witness-point protocols, and reporting for directly managed purchase orders.  Define processes for inspections, non-conformance reports, deviations, carry-over work, release certificates, manufacturing data books, and equipment-document traceability.  Create and execute an expediting approach for critical equipment, specialist machinery, and long-lead items across engineering, procurement, manufacturing, testing, and delivery milestones.  Integrate logistics and materials management, including shipment tracking, equipment coding, Material Movement Tickets, Material Receipt Reports, and overage, shortage, and damage reporting.  Audit contractor-managed inspection and quality-control activities and establish data requirements that provide Client with consistent visibility across owner-furnished and contractor-furnished equipment.  Client service, reporting & risk management  Provide concise, evidence-based recommendations and dashboards covering sourcing status, commitments, supplier performance, quality, cost, schedule, logistics, decisions, and emerging risks.  Facilitate client and governance meetings, drive decisions and actions to closure, and escalate material issues with clear options and recommendations.  Maintain complete and auditable procurement records and continuously improve delivery practices based on project needs, market conditions, and lessons learned.  Bachelor’s degree in construction management, engineering, supply-chain management, business, or a related field, or equivalent relevant experience.  10 or more years of experience in procurement, construction project management, supply-chain management, or equipment expediting.  Experience managing owner-furnished, long-lead, or technically complex equipment.  Demonstrated ability to coordinate owners, prime contractors, equipment suppliers, design teams, logistics providers, and site personnel.  Working knowledge of purchase orders, scopes of work, submittals, manufacturing schedules, logistics, receiving, change management, and warranty processes.  Ability to interpret construction schedules, specifications, drawings, technical submittals, and commercial documentation.  Strong communication, meeting facilitation, negotiation, documentation, and issue-resolution skills.  Proficiency with Microsoft Excel, scheduling software, and common project-management or document-control platforms.  Turner & Townsend  is a global professional services company with over 22,000 people in more than 60 countries.  Working with our clients across real estate, infrastructure, energy and natural resources, we transform together delivering outcomes that improve people’s lives.
