Project Manager - Telenor Sovereign Cloud

We are seeking an experienced Project Manager to lead a strategic programme establishing a sovereign cloud capability. The role will coordinate internal teams, external partners and executive stakeholders, while supporting commercial negotiations and driving solution delivery across cloud infrastructure, data centres, operations, governance and go-to-market readiness. This is a highly visible assignment with strong cross-functional dependencies. Background Telenor is establishing a new sovereign cloud capability to address increasing customer and regulatory requirements for secure, compliant, and locally governed cloud services. The initiative involves the design and delivery of a complete solution covering cloud infrastructure, data centre facilities, cloud operations, governance, security, compliance, and go-to-market readiness. Due to its strategic importance, executive visibility, and cross-functional dependencies, Telenor seeks an experienced Project Manager to drive programme execution, governance, stakeholder alignment, and delivery from planning through launch. Key Responsibilities Lead end-to-end programme delivery across workstreams. Coordinate technology, operations, security, legal, procurement, finance, sales and product stakeholders. Manage governance, planning, reporting, risks, budget, milestones, dependencies and decisions. Support commercial and technical negotiations with strategic partners. Ensure alignment between business objectives, commercial agreements and solution design. Oversee cloud region, data centre, platform, operations, security, compliance and go-to-market readiness. Facilitate workshops, steering committees and executive meetings. Coordinate internal teams and external suppliers through delivery. Competence requirements 7+ years’ project or programme management experience in large-scale technology initiatives. Experience with complex cloud, infrastructure, telecommunications or data centre programmes. Strong executive stakeholder management and steering committee experience. Experience in multi-vendor environments and strategic technology partnerships. Ability to manage technical, commercial and organisational workstreams in parallel. Experience with procurement, contract negotiations or partner engagements. Preferred Qualifications: Experience with public cloud platforms, cloud regions, data centres or large infrastructure platforms. Knowledge of cloud operations, service management and operational readiness. Understanding of security, compliance, regulatory and sovereign cloud requirements. PMP, PRINCE2, MSP, Agile or equivalent certification. Personal attributes: Strong leadership and execution capability. Structured, proactive and comfortable with ambiguity. Excellent stakeholder engagement and communication skills. Commercially aware, with strong business acumen. Able to work effectively in a fast-paced, high-visibility programme.
