Quality Sr Manager
AECOM has an immediate opportunity available for a highly experienced on-site Sr. Quality Assurance Manager for employment at Joint Base Andrews, MD. This position will provide staff support on governmental projects during any phase of design and/or construction. Experience managing quality compliance during construction phase and closeout as part of an integrated Program/CM team to complete mid to large government programs with budgets ranging from $10M to $500M project life cycle. Sr. Quality Assurance Manager Job Responsibilities Include: Manage team of Quality Inspectors or provide Inspection in their absence of reviewing the construction contractors’ workmanship, materials, and equipment for conformity with the requirements of the construction contracts. Provide oversight of construction to ensure compliance with contract requirements and standards. Include evaluation of level of inspection, testing procedures and results, documentation of deficiency correction, etc. in accordance with the USACE 3-Phase inspection program. Attend all site-based Stakeholder meetings including Construction Progress meeting. Attend contractor's weekly project meetings. Participate in tests, demonstrations, and field instructions with the appropriate personnel. Complete and maintain records of field observations of quality assurance, safety compliance, and project tracking including Daily Reports of work performed, including list of all defects, omissions, construction photographs as required to document progress and problem areas in the assigned area of operations. Monitor the contractors’ quality program for conformance to the plan throughout the course of construction. Notify CLIENT of test failures and plan of corrective actions. Perform Punchlist oversight and participate in Zero Defect walkthrough. Reports critical issues to the Owner and provides proper resolution. Provides input for monthly progress reports. Summarizing significant test results in progress reports. Verifying that tests are conducted as scheduled, witnessing selected tests, checking test results, if required, overseeing retesting, and retaining test records. Conducts investigations and tests that are of considerable complexity. CPM Project Schedule overview, understanding of project scheduled activities. RFIs and Shop drawing and construction submittal review compliance Construction Closeout Onsite at project site daily  
Minimum Requirements BSc/BA degree in Architecture, Engineering, Construction Management, or a related field and 10+ years of related experience or demonstrated equivalency of experience and or education, including 2 years of leadership Experience in QA/QC for large-scale infrastructure projects or demonstrated equivalency of work experience and education in construction management or another similar role. Construction Quality Management active certification (CQM) by USACE/NAVFAC Proven experience in project supervision and construction management with a focus on quality assurance and control. Strong knowledge of the USACE Three Phases of Quality Control. Strong understanding of construction methodologies, materials, and testing procedures. Experience supporting project closeout activities, including punch list management and final inspections. Willingness and ability to work flexible hours, including weekends and holidays, as required to support project completion. Excellent knowledge of relevant rules and regulations as well as quality standards and human resources Valid Driver’s License required to visit project sites, clients, and other AECOM offices.  Qualified applicants who are offered a position must pass a pre-employment substance abuse test. Due to the nature of this work, US Citizenship is required Preferred Requirements Master’s degree in Civil Engineering, Quality Management, or Construction Management. 15+ years of experience in QA/QC for large-scale infrastructure projects or demonstrated equivalency of work experience and education in construction management or another similar role. Excellent communication skills and interpersonal abilities, including negotiation skills
